To be honest, this should be called "Lack of mobs" - as I have not noticed many non-hostile mobs spawning either.
In fact, I don't believe any donkeys have been found yet.

The first block of code was disabled due to suspicions of lowing mob spawning rates by taking the chances from other chunks. But this was changed about 3-4 weeks ago nothing other then build of bukkit has changed.

Searching on google, I found no evidence that bukkit is even aware of this bug, and unless they are it won't ever get fixed.

Whatever was done to change mob spawning rates or a change to the mob cap...needs to be reverted. This is silly.
